Education News: Exclusions - Referral units will 'never besuitable'

Pupil referral units will never provide suitable provision for all children that are excluded from school, according to a new report from the Institute for Public Policy Research.

Toward Zero Exclusion states that "the notion of them as catch-all unitswhich should be able to sweep up all local children whose behaviourcannot be responded to adequately in mainstream schools ... is probablyunrealistic whatever the budget available".

The think-tank proposes a four-pronged drive to reduce exclusion rates.This includes early intervention by primary schools to encourage goodbehaviour patterns and the training of staff to enable them to dealconfidently with behaviour management in secondary schools.

KEY STAGE 2 - Tests are damaging schools' relations

Co-operation between schools is being damaged by the testing of11-year-olds, according to all of the major teaching unions.

In a historic move, all six teaching unions have united to urge theGovernment to carry out an independent review of Key Stage 2assessments.
