Education News: Education Bill - Top councils to be free to startschools

Councils with high-performing children's services are to get the opportunity to set up new schools without needing permission from the education secretary.

The Government will water down the Education Bill so councils with a topscore of four in the annual performance assessment can establishcommunity schools.

Schools minister Jacqui Smith set out the concessions during the Bill'scommittee stage in the House of Commons. Ministers had previously saidlocal education authorities might be allowed to set up schools, but theeducation secretary would hold a veto.

Smith said that the education secretary would now be prevented fromusing the veto if a local authority has the top score of four.
