The group, made up of heads and teachers who are experts in school discipline, will meet over the next few months. Its remit is to advise the Government on how to deliver "a culture of respect" in all schools.
The Department for Education and Skills said collaboration between schools and local education authorities would be a key issue for examination by the group. A spokeswoman said it would consider how to build on initiatives such as learning support units and pupil referral units.
Dr Mary Bousted, general secretary of the Association of Teachers and Lecturers, welcomed the focus on increasing collaboration."If it can be achieved it will be for the benefit of both teachers and the pupil concerned," she said.
