The National Union of Teachers report said that inclusion was tantamountto "abuse" for children with serious disabilities who are sometimesplaced in "totally inappropriate" schools where they inevitably fail(Children Now, 17-23 May). It also said that inclusion harms theeducation of other children and leaves teachers struggling to cope withdifficult behavioural and medical conditions.
But Bert Massie, chairman of the commission, said that "disabled peoplehave fought hard" for full inclusion in society. He said that as aresult "we are seeing real improvement and achievement in the learningoutcomes of many disabled children".
