A survey, conducted by NCH and Tesco Mobile, found that 14 per cent of young people have been bullied by mobile phone text messaging.
Their poll of 770 people aged 11 to 19 also found that 10 per cent of young people had felt uncomfortable or threatened by the use of camera phones.
For those in education, half of the threats or bullying happened at school or college.
John Carr, new technology adviser at NCH, said: "This research reveals the massive scale of mobile bullying and shows how camera phones are being used by bullies to frighten their victims."
But he did not support banning mobiles from school. He said: "It would not be practical and children have rights too."
