But when it turns out that the web site in question was created to bully another young person, with the web address circulated around a school, it's a different matter. Bullying can take many forms, but the rise of new technology means young people who are targeted by bullies have no safe space. Text messages can reach them wherever they are and "hate web sites", chatrooms, instant messaging and camera phones add an extra dimension of humiliation. According to children's charity NCH, one in four 11- to 19-year-olds in the UK has been bullied or threatened via their mobile phone or PC.
