In the same week that Change for Children was published, a report was released by the Independent Advisory Group on Teenage Pregnancy (see p7).
The group is less encouraged by the Government's approach. While it acknowledges that teenage pregnancy figures are going down, it is concerned that youth workers in some areas are fighting "a tiny but vociferous minority" that sees the work they do as controversial.
That "tiny" minority is not only vociferous; it is also powerful. Youth workers attempting to support young people around sexual health issues can find themselves facing hostility from the media and the local community; youth projects can find that their pamphlets and posters are banned by local councils, and vilified in the press.
