The study found that the "promiscuous 10 per cent" of young people were not being reached by sexual health advice services. The report blamed advisers' fears of a backlash for this.
Researcher Mark Bellis, professor of public health at Liverpool John Moores University, said: "You have to weigh up the complaints against the need to address public health issues."
