Editorial: Education Bill must support five outcomes

Most of the media and political debate so far on the Education Bill has been around admissions, and this is where the Government has made significant concessions since the publication of the original white paper.

But the changes are not completely convincing, and in some ways theymiss the point. The proposed trust schools will now have to "act inaccordance with" rather than simply "have regard" to the admissions codeof practice.

But we don't yet know what is going to be in the final code because thatis not written into the Bill.

Schools will not be allowed to select on ability, or to interviewprospective pupils or parents as a surrogate for academic selection. Butas research by the Sutton Trust and others has shown, social selectionis alive and well in the school system, and social class is a prettygood predictor of academic performance.
