EDITORIAL: Children's Fund shortfall is worrying

In its 2002 spending review, the Government stated that a quarter of Children's Fund money should go towards crime and disorder prevention work by youth offending teams. This was problematic for teams that had already committed to their spending plans and persuaded the now-disbanded Children and Young People's Unit to promise 25 per cent top-ups in 2004-05 and 10 per cent top-ups in 2005-06. This would enable youth offending teams to meet their existing commitments to crime-reduction work without having to pull the plug on projects.

However, the top-up promise was later withdrawn. And it seems that this funding shortfall has now spread to other areas of Children's Fund work, such as projects for young carers (see p2).
