In my own local authority, Tim is walking, talking proof of the imagination that many of our colleagues bring to work with them every day, determined to find inventive ways of making life better for children and families regardless of how difficult the challenge might be.
Tim's job is to draw attention to the offer of a free early education place for every disadvantaged two-year-old in the borough and increase take-up - which he is proving to be extremely very good at.
