The service has 3m a year over three years to carry out media campaigns.
The main change to the legislation on 29 January will be a reduction in the maximum penalty to two years' imprisonment for possession of the drug. However, supplying cannabis, which could include passing a joint to a friend, would still carry up to a 14-year sentence.
Under-18s who possess cannabis will receive a formal warning for the first offence, and then will be referred to a drugs team. Further offences will lead to a final warning and a charge.
A series of Frank radio ads and leaflets will be launched on 22 January.
