In the first of two programmes that examine the issue very much from the authorities' point of view, Allan Urry looks at the work of police and council staff in Leeds. There, the courts are imposing tough restrictions on young people on local estates in a bid to regain control.

The programme features a family who were so intimidated by the gangs on their estate that they slept in the same bed for weeks on end. It asks how effectively the authorities in Leeds are tackling the problem and whether this new approach is helping to improve the community.
