Harrow Council is opening a library section in St John's Road Youth Offending Team (YOT) centre, so that young people who arrive for meetings can access the books.
It will house general interest titles and popular fiction, as well as manuals on subjects such as car maintenance and beauty. It will also have a range of books aimed at teenagers but written with a younger reading age of around 10, to lure those who may have drifted from the classroom back into reading.
Gill Polding, principal librarian for youth services and lifelong learning at the London borough, said a member of the local rotary club suggested the idea.
