A spokeswoman for Hertfordshire Constabulary, which pioneered theSection 30 zones to tackle anti-social behaviour with Watford council'said the ruling still left police officers with powers to disperse youngpeople causing trouble as they could advise them to move on.
The Home Office has vowed to appeal against the ruling, which saidescorting young people home who had done nothing wrong breached theirhuman rights.
