The call came from Susanne Rauprich, chief executive of the National Council for Voluntary Youth Services, in the wake of fines of 1.8m imposed on Capita, the IT firm appointed by the Government to run the Criminal Records Bureau.
The fines were revealed in a letter from Home Office minister Paul Goggins to Liberal Democrat shadow treasury spokesman Matthew Taylor MP. As well as an 87,500 penalty for the delay of an internet-based application channel, the Government fined Capita 1.12m in service credits, which are sums deducted for failure to meet service standards.
Details of the penalties were revealed after Taylor complained to the Parliamentary Ombudsman about the Government's failure to respond to questions about the bureau.
