When doubling the processing costs of standard disclosures from 12 to 24 as of 1 July 2003, the Home Office gave voluntary organisations a boon by promising to process applications for voluntary staff for free.
But Malcolm Tyndall, a director at the National Association of Clubs for Young People (NACYP), has questioned the bureau's reliance on umbrella registered bodies - the intermediaries between voluntary organisations and the bureau.
NACYP, itself an umbrella body, estimates that its administration charge of 9.40 will have to increase to 15, to fund staff for the checks.
"Umbrella bodies provide a service that has to be paid for and the Government steadfastly refuses to recognise this fact," said Tyndall. "Costs inevitably fall either on applicants or the voluntary organisations employing them."
