Shape: Children's Lives & the Youth Crime Debate, which includes charities such as Barnardo's, NCB and NSPCC, is today due to launch an evidence pack to dispel myths about youth crime and justice in England and Wales.
The pack will say that adults, not children, commit the vast majority of crime.
Chris Stanley, head of the youth justice section at the National Association for the Care and Resettlement of Offenders, said: "Children who offend are the same children who are abused and neglected. But the public see them as different groups."
Resources needed to shift to early intervention programmes like Sure Start and parenting courses, he added.
