The report by the Lifting the Burdens Task Force, found many councils were suffering inspection fatigue, with annual performance assessments, joint area reviews and youth service inspections often colliding.
John Coughlan, joint president of the Association of Directors of Children's Services, who led the review, said: "Local authorities want to get on with delivering the best possible services for communities but evidence shows we continue to be hampered and there's still a long way to go. We are nevertheless encouraged by the positive way in which the Department for Children, Schools and Families has worked with us recently."
The report also calls for the creation of a unit within the DCSF that is staffed by council workers to feed back on the effectiveness of government policy.
