Councils need additional financial assistance to run an innovative youth funding scheme in which young people decide how money is spent.
Five per cent of the government's £115m Youth Opportunity Fund and Youth Capital Fund has been allocated to help administer the schemes. But a government-funded report into the funds has found this is not enough, with councils left to raid their central funds to ensure the work is properly administered.
The National Foundation for Educational Research (NFER) report found councils need to spend the extra money to ensure the funds are properly promoted to attract both panel members and bids from young people. Additional money is also needed to ensure adult council workers can assist young panellists with administrative duties, such as handling applications.
