Consultation of the Week: National Institute for Health and Clinical Excellence Citizens Council Report -- Incentives.

What's it all about? Back in May, the National Institute for Health and Clinical Excellence (Nice) citizens council was asked to look into whether the use of incentives would encourage people to adopt healthier lifestyles.

Council members reviewed case studies of existing incentive schemes for weight loss, drugs misuse and smoking cessation for pregnant women, and listened to expert presentations in order to gather evidence, before producing its final report in September.

What are the main points? The report sets out exactly what the citizens council was asked to consider, how its members worked together, the evidence it looked at and the conclusions it came to. In particular, the council considered whether such a scheme would encourage long-term behavioural changes, or whether people would try to abuse the incentives by delaying the desired outcome or becoming unhealthy on purpose, and how such a scheme could be safeguarded.
