The Conservatives plan to return some of the Connexions management tasks currently handled by England's nine regional government offices back to the Department for Education and Skills.
In London, where the party plans to abolish the government office, any remaining responsibilities would be handed to the Greater London Authority.
A spokeswoman said the exact functions to be transferred back to Whitehall would be decided on "a case-by-case basis".
The plan is part of a policy to shut down 168 quangos in order to save 4.3bn a year. In addition to the government offices, the party intends to axe Sport England's regional boards and privatise Jobcentre Plus. The National Youth Agency and the Youth Justice Board would not be affected by the policy.
