The post, a joint development with Sport England, the national body responsible for grassroots sports development, will have an annual salary of up to 55,000.
Responsibilities will include communicating the benefits of sports to key areas of Connexions such as youth work, volunteering and neighbourhood support.
Sport England chief executive Roger Draper said: "The Connexions placement is a great example of how Sport England is committed to working with key government departments to influence policy and funding initiatives and increase understanding of the role sport can play to help address key government agendas."
Making sure that sport is recognised in the service's key national policies will also be part of the expert's role.
