A review of the agency's Post-16 Citizenship Development Programme, conducted by the National Foundation for Education Research, said the Government should devise clear policies on citizenship education for this age group.
Youth forums, turning youth workers into "citizenship champions" and experiential learning were highlighted as features of successful citizenship projects.
The agency hopes the report's findings will feed into the Department for Education and Skills' forthcoming youth green paper and 14-19 white paper.
The Post-16 Citizenship Development Programme launched in 2001 and has worked with 17,000 young people.
Bernadette Joslin, project manager at the agency, said: "This counters the negative media image of young people as all antisocial binge drinkers."
