ChildRIGHT Ask the Expert: Assessing children for special educational needs

When should a child be assessed for special educational needs (SEN)?

Where a school is unable to meet a child's needs (through a School Action or School Action Plus), a request can be made for the local authority to conduct a Statutory Assessment of the child's SEN. If, following this Statutory Assessment, the local authority considers that the child's needs cannot be met by the school, it may issue a Statement of Special Educational Needs. This is a legally binding document setting out what a child's needs are, and what the school must do to meet those needs.
