The three-day event, called Changing Minds, Changing Cultures, will take place at Brathay Hall Trust in Cumbria from 28 to 30 November and is held in partnership with Children's Funds in Cumbria, Lincolnshire and Cheshire.
Jane Humphries, project manager at the Children's Fund, Cumbria, said 40 young people aged 10 to 17 had been invited, along with 40 adults from across the regions.
"A lot of good, innovative work has been done but it's difficult to take up the ideas and get them applied within the wider children's services," she said.
Mike Blakey, head of consulting at Brathay, said: "We want the young people to be in charge of asking the questions."
