At first glance, North East Lincolnshire Council's children and youngpeople's plan looks like many others. But, to the council, it marks anencouraging break with the past. The plan is seen as the best evidenceyet that a new regime is helping transform its children's services.
"It's the way the plan was developed; the way we involved our partners,children and young people," reveals Andy Samson, executive director ofchildren's services. "We used a different approach. We needed support toget going, but it's paid dividends."
The plan was completed in April this year - 11 months after theannouncement that North East Lincolnshire was to become the first localauthority to face private sector intervention in its children's services(Children Now, 11-17 May 2005).
