In a move recommended by the Department for Education and Skills, a strategic partnership is being set up at the council.
Final details have yet to be confirmed but education specialists Mouchel Parkman and social care consultants Outcomes UK will work with the council over a three-year period, starting on 1 June.
Phil Turner, who until recently was the director of education at Newcastle-upon-Tyne City Council, will be the partnership's executive director.
The move follows last December's critical Ofsted inspection of the council's education services, which were described as "unsatisfactory".
Ofsted said resolution of the council's "financial crisis" was the immediate priority after a 5m overspend in the education budget. Social services received a one-star performance rating in 2004 from the Commission for Social Care Inspection.
