Children's Services: Experts warn new structures could present risks to children

The new structures for children's services could create new boundaries with the potential to present risks to the wellbeing of children, a multi-agency alliance of experts has warned.

The warning forms part of a joint response to the Government's consultation on the roles and responsibilities of directors of children's services and the lead member for children's services.

John Coughlan, chair of the Association of Directors of Social Services' (ADSS) children and families committee, said: "We need to recognise that in dismantling structures we risk losing linkages between other services." Examples include children whose child protection needs are linked to adults.

New guidance should address these concerns by stressing the need for strong links between the new services and other "people services", especially adult social care, housing and health, says the response, which was signed by organisations including the Royal College of Paediatrics and Child Health, the National Children's Bureau, the Local Government Association, the ADSS, and the Association of Directors of Education and Children's Services.
