CHILDREN'S RIGHTS: Call for children's commissioner to beindependent of Government

Under key recommendations within the 400-page report into the death of Victoria Climbie, chairman Lord Laming called for the creation of a children and family focused agency and commissioner, both of which would report to a Cabinet member and Children and Families Board.

Although a spokeswoman for Peter Clarke, children's commissioner for Wales, welcomed the report's proposals for a children's and family body, she said: "We don't feel that the chief executive of that body should be a commissioner."

She added that a commissioner for children "needs to be independent" and not answerable to a government department. A commissioner for families and children combined could also produce conflicts in dealing with human rights issues specifically for children.
