PROPOSAL 1 - Ringfence money for free early years entitlement

A significant number of private and voluntary nurseries continue to faceissues with the free early years entitlement since some of the fundingis not getting through.

The National Day Nurseries Association would like to see the Governmentchange its policy in regards to the funding of this by ringfencing thefree childcare money it provides within the Dedicated Schools Grant.

This would ensure more of the money identified for the free placesreaches frontline services.

There also needs to be an automatic requirement to ensure that privateand voluntary childcare providers are represented on the early yearschildcare forum in each local authority area. Doing this would ensurethat local authorities have direct links with childcare providers andshare issues and feedback constructively, including feedback on whetherfunding was enough in the face of rising running costs. This would alsohelp local authorities fulfil their forthcoming duties under theChildcare Act.
