PROPOSAL 1 - A joint drugs and alcohol strategy to help children
England has no national strategy for addressing the needs of thechildren of parents and carers who misuse alcohol and drugs.Consequently, any local strategies and plans are a postcode lottery.
And because central and local government have traditionally separatedalcohol and drug misuse, there are often separate services withdifferent funding arrangements to the extent that alcohol services arethe poor relation to illicit drug services.
With the 10-year national drug strategy ending in 2008 it is time forthe Government to give a decisive lead on this matter.
The Advisory Council on the Misuse of Drugs' report Hidden Harm - ThreeYears On: Realities, Challenges and Opportunities says: "Greatestprogress is made where the needs of children of problem drug and alcoholusers are identified and addressed by a shared strategic approach,embedded within joint commissioning arrangements."
