Children Bill: Councils to prepare cross-service plans

Councils will be required to produce a cross-departmental children and young persons' plan under proposals to be put forward by ministers.

The Government's education spokeswoman, Baroness Andrews, revealed during a debate on the Children Bill that ministers had decided local authorities should write a statutory children's plan covering education, social services and, perhaps, other departments such as leisure and housing.

Only councils that received an excellent rating from the Audit Commission's comprehensive performance assessment would not need to produce the plan.

Baroness Andrews said ministers were considering introducing an amendment to the Bill when it reaches the Commons.

"I am delighted to say that we have now also decided to introduce a requirement that local authorities have a statutory plan for children and young people that will include education and social services as a minimum," she said.
