Children Act: Criticism of guide on children's plan

Draft Government guidance on the children and young people plan that councils must put in place does not address policy tensions at a local level, warn education, health and social care leaders.

It does not make it clear what happens if individual plans by health and housing partners, for example, are not consistent with the plan, says a joint statement from organisations including the Association of Directors of Social Services, the Association of Directors of Education and Children's Services, and the Local Government Association.

Their response to the Government consultation says more clarity and guidance is needed if the plan is to be the overarching strategic document outlining desired outcomes in an area.
