In its analysis of the strategy, which was unveiled by the Government last month (Children Now, 8 December 2004), Fathers Direct added there were no measures to tackle the low take-up of paternity leave, or the low take-up of the right to ask for flexible working among fathers.
It also criticised the lack of measures to improve information for fathers.
It pointed out that men do one-third of parental care in families with children under five.
The organisation is urging the Government to adopt a family-centred childcare model that meets the needs of children.
Policy should enable "maximum choices for sharing earning and caring responsibilities" between parents, it said. And both parents should have opportunities for flexible working, part-time working and a full range of leave entitlements.
