The implementation plan was launched yesterday (4 April) by educationsecretary Ruth Kelly, who said government policy was geared towardsgiving parents choice. The document confirms pledges on extending freechildcare for three- and four-year-olds and increasing flexibility ofplaces.
It promises more guidance on planning and developing children's centresand says performance indicators will be developed by the end of theyear.
It also looks at how self-evaluation might work and suggests localauthorities have a staff member responsible for monitoring centres.
There will be further consultation on developing the "children's centreimprovement partner" role. And a stakeholder forum has been establishedto monitor progress on the strategy, which will be chaired by the formerchair of Equal Opportunities Commission Dame Julie Mellor.
