Childcare Bill: Plans for childcare shake-up revealed

The Government has published its plans for new legislation designed to "place early years services and childcare on a secure long-term footing" and revamp inspection and regulation.

Under proposals in the Childcare Bill Consultation local authorities would have a statutory duty to ensure sufficient childcare for children up to 14, or 16 for disabled children.

Specific attention should be paid to childcare for low-income families and families with disabled children, the document says.

There would be a duty to improve outcomes for children by establishing joined-up early years services and councils would be legally required to provide a full range of parental information.

The document also says the core principles of children's centres should be enshrined in legislation but the way children's centres are delivered will be in guidance form only to allow flexibility.
