Child Protection: One list of banned workers planned

The Protection of Children Act List and List 99, which holds information on education staff barred or restricted from working in the sector, could be integrated into one system as the Government responds to the Soham inquiry.

Denise Hevey, project manager at the Sure Start Unit, said the integrated list would not contain details of people banned from education because of professional misconduct, which are currently held on List 99. Instead, it would hold details on those people who were a "danger to children".

Although she stressed that the plans were not "firm policy", she gave a clear indication of the Government's favoured options. In his report into the Soham murders, Sir Michael Bichard recommended that the entire children's workforce should be registered.
