A source on the Department for Education and Skills' steering group, which is responding to the inquiry, suggested it had drawn up proposals for a central register that only contained details of people deemed unsuitable to work with children. Sir Michael recommended the entire children's workforce should be registered. He was due to receive the steering group's report by 22 December.
Denise Hevey, head of the steering group, refused to comment on the source's suggestion. She would only say the report contained an outline of proposals on how the Government intended to satisfy the recommendation for a registration scheme. In the autumn she hinted there would be a list of banned workers (Children Now, 27 October-2 November).
