Sir Michael Bichard's inquiry report is second only to that of Lord Laming in its condemnation of current child protection practice. Bichard was stinging in his criticism of Humberside Police's part in the failings that led up to the murders of Soham schoolgirls Holly Wells and Jessica Chapman at the hands of caretaker Ian Huntley.
Yet it was not all about blame. Holly and Jessica's legacy will be a massive shake-up in the way the police, schools and social workers all work together in future.
And while Sir Michael's recommendations have received widespread praise, there has been some disquiet from the people who will be expected to put the new mechanisms into practice.
