Lisa Arthurworrey was sacked by Haringey Council following criticism in the Laming inquiry and placed on the Protection of Children Act 1999 list, which prevents people working with children.
Now she plans to appeal against the placing of her name on the list, Children Now understands.
Nushra Mapstone, professional officer for the British Association of Social Workers, said: "The Laming inquiry said those in senior positions must take responsibility for what happens.
"That does not seem to have happened and social workers feel badly let down. It is not very inspiring for students when there is such a shortage of children's social workers."
