The charity is refocusing towards young refugees, young disabled, young people at risk on the streets, and young people in trouble with the law.
The children and young people's director will be changing its remit in June. The current director, Penny Dean, will remain in post until June, along with Martin Fields, acting director for fundraising and campaigns.
Staff will be given the first opportunity to reapply for jobs.
A new post of strategy director and a corporate services director to take over the newly combined human resources and finance department are being sought.
Chief executive Bob Reitemeier said: "The changes will provide a stronger platform to launch campaigns."
