Speaking to the charity NCH she said her department was doing its best to reach people on the frontline.
"We are very conscious that our communication has been less than perfect," she added. "If we can't communicate properly we won't destroy professional boundaries." The publication of Every Child Matters: Change for Children, and a separate document on working with voluntary and community organisations to deliver change, was part of this communication process, she said.
