Philip Ashmore, a member of the NHS pay review body and a non-executive director of the Passenger Transport Executive for Tyne and Wear, will lead the body, which will represent more than 300,000 support staff.
He will oversee the development of a national framework designed to improve support staff pay and conditions and provide consistent guidelines for practice.
Although the DCSF has had problems recruiting for the post of chair, Ashmore's appointment means the body could be fully operational sooner than was expected (CYP Now, 17-23 September).
Peter Allenson, national secretary for the public sector at the union Unite, said: "There is still a lot of detailed work to be done on setting it up but the appointment of an independent chair will move the process along much more smoothly."
