John Woodward, chief executive of the Busy Bees group, said childcare vouchers should be replaced by "care vouchers" that could be used to pay for looking after the elderly as well as children. "We have got to help the elderly - it's the next big thing," Woodward said.
Speaking at Laing & Buisson's annual children's nurseries conference, Woodward also said there were currently too many childcare voucher providers, leading to confusion.
"There should be about half a dozen providers, which would make sure there was quality in delivery and ensure carers get a good deal," he said.
