An examination of youth offending in Edinburgh has revealed a number of concerns in the way the city and its partners tackle the problem.

More than two-thirds of Edinburgh's most persistent offenders are aged12 or under when first charged, according to a report by the City ofEdinburgh Council's community services scrutiny panel.

The Breaking the Cycle report looks at the scale of persistent offendingin the city as well as the ability of the council and its partners totackle the problem. It found that services are poorly co-ordinated, lackstrategic thinking and fail to identify and support those most at riskof persistent offending.

The research, which includes analysis of 10 sample police cases and 11persistent offenders cases, six of which are from the youth justicesystem, found that around half of all offences are committed by just 10per cent of offenders.
