England's dismal record on children's rights has been laid bare in areport by a coalition of children's campaigners.
The Children's Rights Alliance for England, which comprises 320organisations, found "significant progress" had been made on just 16 ofthe 78 recommendations made by the United Nations Committee on theRights of the Child in 2002.
Juvenile justice is one area of concern. "The UK locks up more childrenthan most other industrialised countries - just under 10,000 in 2004,"states the report. Figures show the controversial nose, rib and thumbdistraction techniques were used 768 times in secure training centresover the last 12 months, resulting in 51 injuries. And 15- to17-year-old boys in young offender institutions got on average eighthours education per week last year and just 30 minutes exercise aday.
