The Government has launched a consultation paper that focuses on the best way to help keep children safe.

Staying safe - isn't that one of the five outcomes for children? Yes, along with being healthy, enjoying and achieving, making a positive contribution and achieving economic wellbeing.

Why has the Government published a consultation paper on just one outcome then? Just is a bit unfair. The new Secretary of State for Children, Schools and Families chose to launch it in one of his first appearances. Child maltreatment and abuse will form part of the discussion, but staying safe is about more than child protection. For instance, the paper also reviews other areas: accidental injury and death; bullying and discrimination; crime and anti-social behaviour involving child victims and parental behaviours, such as domestic violence.
