The Criminal Justice System Race Unit, which was set up five years ago, should have helped officials understand why the over-representation occurs, and what can be done to tackle it.
But Baroness Scotland, the criminal justice minister, told MPs on the Home Affairs Select Committee last week: "One of the issues of frustration is that we have identified a series of things that need to be changed, but the changes we would like to see are not happening as quickly as we would like."
John Denham, the chair of the committee, said: "As far as we can see there hasn't been any significant reduction in the overrepresentation of black young people in the system."
