The Esmee Fairbairn Foudation set up Rethinking Crime and Punishment in 2001 as a three-year project. Allen, who was previously head of research at crime-reduction charity Nacro, was brought in to lead it the same year.
Although his brief was to look at the whole of the criminal justice system, Allen, who has been a member of the Youth Justice Board since 1998, spent a significant amount of time looking at youth offending. Of the 50 projects that he funded, about 10 were concerned with young people, and a chapter of the final report, which will be published tomorrow, is dedicated to the subject.
